This technology tracks a list of Terminal Servers and, one-by-one, disables logons. When all users are logged off the server, it restarts the server and then moves onto the next. This cycle of disabling logons, waiting until no users are logged in, then rebooting, repeats until it goes through the entire list.

if your talking racing cars.. it means... if there is a big accident then a car comes out infront of the race cars.... slows them down until hazard is cleared.. then when he gets of the track... they restart the race hence the terminalogy..
for your info.. when the race is in control of the leader car avoiding an incident.. no one can overtake an opponent until the "rolling start" happens and the control car is off the track.

Not sure what you're talking about but, with a manual transmission car (STICK), it's possible to start the car while someone is pushing it or it's rolling down hill or something. Just have the key turned on and push in the clutch and varooooom.....

also known as a warm boot - just restart rather than turn the whole thing off which is a cold boot

If you're talking cars, it's when the car won't crank via the switch, but, if you push it, or go downhill and pop the clutch, and turn the switch it cranks.
