In my opionion, yes. Once Iraq's government was removed, the void had to be filled. Bush created the problem. Therefore history will place the responsibility squarely on this administration for Iraq, whatever the outcome.

Bush seems to be hellbent in proving Powell wrong. Bush's belief seems to be "You can break it, ignore it, then just walk away from it."
