It depends who will replace Bush. Bush would be quickly kicked out (then his party).
With another 9/11 event, the leader in power would get the blame. Republican is seen as being more serious about protecting the country than the Democrat but with a second 9/11, the voters would quickly give the chance to the Democrats to deal with the situation in a different manner to avoid a third 9/11.
No 9/11 event, still the Democrat will win for a change as politicians become corrupted when too long in the party in power.
