She may be in more trouble than that if she keeps going out PERIOD. Who's watching the kids while she's out partying with Paris? Her mother? Think she better start worrying about Children's Services watching her along WITH the police.

I don't know about the rest of the world, but in my country, you can only be arrested for indecent exposure if you are on public frequented land. Been in a car or on private property is not actually considered been in public as you are on private owned land/vehicle.

There is no evidence she flashed anybody.
This is just another series of shots a cameraman took of something that should never have been published.
