I think that its important to identify the bush first, does it have foliage or not? she could try immersing the affected part in very warm salty water, this will remove many kinds of possible infection.
I find that gentle rubbing with baby oil is very effective

Not a home remedy but it`s the best .Get a bottle of Piriton from the chemist ,It`s an Antihistamiine .I promise 20 minutes and she wont feel an itch .When my kids had chicken pox and they were covered with spots head to foot ,they didn`t scratch once.,it stops nettle rash ,midgit bites, hay fever ,and just about anything itchy

God help her if its poison ivy or poison oak.. that can be terrible.. It lasts about a week or so before it goes away..
Get some calamine lotion and dab it all over...

calamine lotion is good for itchy rashes.
I find putting baking soda in a bath can sooth itching!!
