Bush as been certified stupid by the Iraq Study Group, Donald Rumsfeld, Robert Gates, US military generals, moderate republicans, the people of Iraq, the United Nations, a majority of US voters, and the Vice President's own daughter.
The only people who continue to support the idiot are Rush Limbaugh, Bill O'Rielly, sicophantic neocon apologists, and Al-Quaeda.
After a period of time longer than WWII, why is it still dangerous to go outside of a "green zone" in the first place, if Bush is so successful?...

Latest poll: only 17% of Americans believe Bush is doing the right thing in Iraq, so nearly every American is a loser by your criteria.
"Could someone who is so successful have done it by being stupid" Bush is not stupid, but he attained his office through his father's name and connections, not by dint of brain power or folksy charm. And that first election? One of the guys you call senile, James Baker III, "won" it for Bush in 2000 when he convinced the Supreme Court to stop the Florida recount.

losers have very little else except their own fear of being discovered as stupid. The best way to keep a secret is to distract usually by provoking incidents or name calling. Their best hope is to bully or try and shout down someone with insults...
When dislike passes into hate then they become obsessed with their need to shout to the world that they are right that xxx is stupid /dumb ....with Losers its all about them...their needs

I appreciate your question, but I think it extends to the bureaucrats who have also gotten a bad name. Many federal positions are exceedingly competitive and difficult to get.
I find that, as it regards politics, most people let someone else do the heavy lifting of editorializing for them and adopt an opinion. Worse, the epidemic of vitriol is so wide-spread that many are unwilling to acknowledge how flimsy their position is and fall back to straw man or ad hominum fallacies.
