I am just curious to know what if there is any special meaning or if it is just a design that people choose.

Sailors chose mermaids to carve on various items, way back when, because they represented something the men couldn't have while at sea, a woman. Part fish and part human female, she could satisfy the desires or these poor deprived sailors, since it was seldom women were allowed aboard and the common sailors were not to get near the ones that were. Those were either family members of the ship's owner or captain, or the seldom seen female passenger traveling with her father or husband. Now I believe it is a choice of the individual and due to the spirit of freedom the mermaid, (and the butterfly, fairy, unicorn, eagle, wolf, puma, etc., etc)., represents to the person that is getting the tattoo.

Mermaids were srious business to the mariners of yore and didn't bode well. The mermaid have roughly the same power as did the Sirens of greek mythology. To come into their presence meant sure death.

These days. merely artistic expression, I would think, as most mariners no longer fear mermaids, or carry them as tattoos, really.

The Mermaid weaves a siren song that leads you to vision and mystery. Half woman, half fish, the lovely mermaid represents the power of our unconscious desires. She gives us the power to seek beneath the waves of our emotions and dreams for the pearls that lie beneath, and she reminds us that unless we follow the truth our our inner selves, then our lives are as ephemeral as sea foam.
