you didnt mention if it is a optical mouse or a traditional ball mouse so:

1. for a traditional ball mose clean the ball and from within
2. for the optical mouse clean the holder pads for dirt(they are at the bottom of the mouse),
clean the surface you are using the mouse on

if the problem still persists change the mose . you need a new one then

is it cordless?
is it an optical or laser mouse? (no ball on the bottom)
if it is cordless, there is somehting interfering with it
such as a wireless phone
a cell phone
anything wireless
if it is a light mouse (optical or laser)
then your surface which you use it a crappy one
as in if reflects the light so it makes te mouse think it is moving

if its cordless, it might be getting a weak signal, or the batteries are bad. Otherwise its probably some corrupt drivers.

Regardless, goto the manufacturer's website and download the latest drivers (not software) and install. If its wireless, move the signal around, and replace batteries if needed.
