They seriously do that in some places.
My answer is NO, I have been locked up for stealing food for my kid. It was too late to go to the rescue mission, don't have anyone to turn to for leftovers or any of that and my kid was really hungry.
So it was steal food and get in trouble or get in trouble for not feeding her. Um yeah I love her more then that.
