Can I use the old computer's harddrive as an external drive for my new computer. For example taking it out and connecting a usb cable to it and pretty much use it for a back up drive or something. Any suggestion will be thankfully appreciated.

You would have to get an enclosure for the drive in order to use it as an external drive.

You could install it internally as a slave drive. You will have to make sure your jumper settings are correct on it. The jumpers are usually on the back between the cable and power. There is usually a little diagram on the sticker, or on the controller board indicating how to set the jumpers.

you definitely can use it as a backup drive.
But as far i know you have to enclose the hard drive in a case and then provide USB connection.
That's a little cumbersome and will cost u quite a bit.
Just remove the drive and put in the new cabinet. By doing this u have extra space on ur new comp with 0 cost.

Insert it inside the computer, hard drive does not take USB cable it takes IEE cable and power cable.just slave it and insert it inside.

There's probably room for it in your new pc. They usually have two spaces to clip in hard drives. I have my old pc's hard drive in my new pc. Great for files.
