You're getting electromagnetic interference that the monitor cannot filter out. This usually occurs in cheaply made monitors.

it could be your video adapter, or if your using a crt monitor, change the refresh rate to as high as possible.

sounds like the gun is failing. If it's new, try to get a replacement. It will fail soon.
