You have to buy the name, register it and then have it hosted somewhere. Its not that difficult, and its been getting cheaper too.
Then you have to create the pages, pix and upload them.
I use dreamhost, they are really good.

Buy a webpage then you can use frontpage or even word and create a site then save it and post it. Its not really that easy you need to maintain it and make sure its running and update it. You might want to learn some more about design before you start.
