In one word, Yes. American policies are mostly, overtly or covertly, hostile towards middle east and poorer communist countries which certainly create reaction.

Defunct countries and dictatorial leaders will always find someone to blame. The US/Israel/the West are the biggest/easiest targets because of their size and involvement in the region. The policies themselves do not directly create terrorists; however, they are the justification used to recruit terrorists.

Previously the Soviet Union was the easy enemy. Now it is the West. Before Iraq, US presence in Saudi was a rallying cry for terrorists; even though the US presence was requested by the Saudis and benefited the Saudi economy and stability in the region; preventing Saddam from attacking Kuwait or Saudi.

When Arab leaders stop blaming others for their problems the region will get better. Unfortunately, "God's will," prevents devout Muslims from accepting blame and makes it easy for Arab leaders to blame others for the problems their own policies make.

Arabs used to have the most advanced civilization in the world. It went away because religious fanatics were allowed to overtake those countries by force.

Yong islamic civilization began expansion against West after the end of colonialism (60-70 years XXcen.). Western wolrd forced to be on the defensive. How ? It's the main question. I am agreewith you, if your action does enemy stronger, you must find something another.

American foreign policy does not promote terrorism, but does promote conflict among many countries.

The U.S. military subsists on conflict. No conflict, no necessity for the military, no need for troops, no need for the Department of Defense, U..S. military academies at West Point, Annapolis, Colorado Springs.

Foreign policy has nothing to do with terrorism. Terrorists have existed in history for thousands of years. Kings, Queens, and politicians have used the threat of "terrorism" to advance their own agenda and extend their own kingdoms.

American foreign policy has been, and is being, promulgated by "war mongers" seeking to reap financial rewards. U.S.companies sold, and are selling, arms to foreign countries involved in conflicts against that country's citizens.
