Depending on how the company uses the term, it could mean a couple of different things. For example:

1. It could be the company's growth plan with respect to employees. As the company grows, it will need to add the right employees at the right times and best locations. A plan for this is a smart thing to have.

2. It could be what your government's employment/labor office calls the counseling it offers to improve your chances of getting a job.

3. It could be what your company calls your plan for growth and promotion within the company. Each individual would have a different employment plan. Your plan might include reaching educational and experiential goals.

Without knowing more, it's hard to say what exactly "employment planning" means.
