It generally causes those afflicted to see shades of the same colors when they look at greens and reds, or blues and yellows.
Since traffic lights are universal (in the US) with red on top and green on the bottom, it is easy to figure out what color the traffic light is displaying at any given time.

No and those who are black and white color blind are excellent at seeing through camouflage under military circumstances.
They have been used as scouts in the great wars one and two.

I don't think it's deadly because most animals are,and if they can survive quite well, I don't see why we humans couldn't live with it too.
