Actually it would be the Pentium D Extreme Edition, if you are excluding all of the Core 2 models.

hmm, people don't seem to be up to date.
the best and latest Intel processor is the Core 2 Quad QX6700 with 4 processor cores (Core name Kentsfield - it consists of two Core 2 Duo E6700 on one die) and is available since early November 2006 (Newegg has it for $1399 but i've seen it already for pretty much cheaper $1199).
edit:
correction, Newegg sells it now also for $1199 (price change was obviously a few hours ago).

somewhat lots its like the 1st guy stated. Intel is terrific for appearing pictures yet its extra high priced. Intels have equipped in photograph accelerations on their chips and in case you overclock them they're much less in all probability to fizzle out. besides the shown fact that, AMDs will fizzle out in case you don't know to overclock. I even have an AMD device and help them because of fact they provide you a physically powerful product on your money. besides the shown fact that, Intels in basic terms have slightly extra suitable overall performance.

The two you listed are definitely the current best processors in terms of efficiency.
Excluding those, your best bet would be the Pentium 4 Extreme Edition. The later models were dual-core and had plenty of cache (I believe it was 4 MB L2 cache).
