By all means, yes! Wouldn't want to be without a stalker would you? Sometimes they can be set off by the littlest thing. Best give that stalker a card!

A christmas card is a nice touch I think but do try to be original. Nothing says "I appreciate you" like aan 8x10 color glossy of yourself through the bathroom window. Be sure to autograph it.

No...If you are not into him/her... dont string this person along so they think there is something going on ....but there isnt. You would just be encouraging them to stalk more.

Send them an ambiguous photo of yourself with a weapon of some kind. Send them hair, nail clippings, and dirty laundry. They will appreciate it.
