i bet u're using a cleanup software like norton cleansweep or other software that cleanup the space in ur harddisk... if u're using those softwares, i recommend u to stop using it. i once use norton cleansweep, and i very often clean up my harddisk to gain free space, and frequently, i select the option of "empty norton protected files" (this turns up to be the biggest mistake i made because afterwards, i cant restore my compouter to a restore point, even if i look in the restore tools, the date are still exist...)
but if u're not using any cleanup software, maybe u have accidentally delete the protected files on the harddisk, which is required to restore the computer to an earlier time...
i am 95% sure those are not virus...

Forget a restore, do a repair by using the Install disk for XP. You can use any install except you cannot repair 32 bit with 64 bit install disk. Boot from the Install disk, DO NOT run the repair shown in left corner, it does not work. But do install let the install run to 3 screen which shows a repair option. Most of the time this works. Other thing before you do the above, boot from CD or floppy to run Chkdsk to check for errors on the hard drive, there is a chance the drive has crash.

yes . u should save ya all docs in other hard disk and reformat ya pc/notebook's hard disk .seems that the virus had taken control of ya xp and won't let u install anything even in safe mode.reinstall ya xp and reinstall avg free at www.free.grisoft.com
