No. "Castlevania: Portrait of Ruin" is only for the Nintendo DS and the last Castlevania game for Game Boy Advance was "Casetlevania: Aria of Sorrow".

Castlevania: Portrait of Ruin is made exclusivley for the DS. There are no plans to port it over to the GBA.
