Are the Conservatives governing further left than they campaigned?

Question

Does this indicate that, in fact, the huge beuracracy actually runs Canada? The Ministers all need their deputy ministers to inform them and help them out and they are all left of centre, so the government of the day always moves left (unless it's NDP- then they move a bit right of Communism).

The government of Canada is effectively run by the Prime Minister, deputy ministers and down the line making it the richest country.

I thought I knew the answer to your question but you meant Canada. In the US this is definitely true. Our "conservatives vote with the liberals more than the conservatives. After years of power they did not push through hardly any of their views. I think governments are the same everywhere - say what you need to get elected & then vote how you please. Voter short term memory causes this.

lol, I don't know Canadian politics at all, but that's funny.

One day, we may find a way around "government" encouraging liberalism. I suppose the goverments purpose of "doing things" encourages people to think that it should "do things" for them.

... I think we should just teaching free market economics in elementary schools, we'd probably be sitting pretty in about 50 years!

That is almost always the case because the other party pulls the governing party towards the center.
