Why do some shows have more episodes in one season than other shows? And what is the average? Thinking logically, based on the tv shows i have on DVD, I think it's 13. (and 52 weeks in a year divided by 4 *is* 13). But what do some have 16 or 22?

When a network orders a show they usually commit to making 13 episodes. If the show merits a full season pick-up (ratings) then "the back nine" are picked up. The industry average is 22 in the US. More than 22 depends on how popular the show is.

HBO and Showtime and cable networks don't usually have as much money so their seasons consist of 13 episodes.

Although there are many exceptions to what I have said!

Usually a new show will make 13 episodes. If it does well then the netowrk will order a full season (22 episodes) Shows like '24' are a different story because it is supposed to be set in real time and, therefore, has 24 episodes.
Networks are generally concerned about the months of October -when they show new shows to get viewers and the months of November and February which is sweeps months. Advertisers buy time based on the ratings of the two months. Generally December and January are months for holiday specials also lower viewership. Summer also tends to have a lower viewership. So why spend $$ on shows no one's watching?
Origional shows n cable networks usually run 13-14 episode.

tv shows only tape from about late aug/early sept to april early may.
except soaps which tape more thru the year because those are on a daily basis
and talk shows and game shows sometimes tape two-three episodes a day (some like Wheel of Fortune tape more)
as for network shows those are usually 16-22 shows.
shows on SHO/HBO have shorter seasons 12-13 episodes for some reason.
Shows that you only see on network TV that are short are sometimes cancelled and you only end up seeing a few (but the dvd will release the whole season unseen shows too) OR they show the show then stop it and bring it back at the end of the season to try and get better ratings.

It all depends on the ratings. For example: The 2nd season of Arrested Development was signed on for a full season (24 episodes), but since the ratings was low during the start of the season FOX decided to bring it down to 18 episodes.
In general though, its either 13 episodes (mostly for new shows and cartoons) or 24 episodes (shows that are known to net viewers)

Originally, there were like 25 shows in a season (one run, one set of reruns and two weeks off for specials)

The decisionw as made as to how many episodes could be practically done, which is why the count is so inconsistant

some have more because there is more story involved that has to be finished before ending the 1st season.you must make it a reasonable ending just in case you can't make the 2nd season

i think it all depends on what time during the year the program appeared on tv
