if this thing is solid brass then you can if you want use a propane torch and burn or melt off the paint.
any chemical paint stripper Will work on this thing the one i like is called dads. it is powerful so get really thick rubber gloves and wear the goggles . once the paint is off just buy a can of brass polish at any hardware store or many jewelry stores but they charge more .
the one i would do is the heat torch or heat gun its fun fast and
works

Use a product called Dirtex. It is sold at Sherwin Williams. Ask them first if it damaged brass. I do not believe it does.
This should clean the paint off. It also cleans gutters like a champ

Paint striper will corrode the brass so be careful. I suggest a heat gun and a lot of elbow grease.

I would use a "stripper" but not scrape due to marring. I would most definitely not use a sandblaster, you wouldn't have anything left of the bed, it would eat it up.
Do not scrap with anything metallic to mar it. If anything when almost done use steel wool, from course to fine when done to Polish it.
