any program or proxy site or something?

Well first go and click internet option in control panel, then click content tab, check whether content advisor is enabled or not. If its enabled then disabled it.
But if it is password protected, then you wont be able to visit the block site in internet explorer but then try using other internet browser Such as firefox or opera. That should do the trick

You can also try uninstalling Internet explorer and then re-installing it again which will bring the settings back to default

You can't. Proxies are also blocked. We're not THAT stupid!
