The best standard for defining consciousness is when robotic intelligence finally achieves consciousness. What are the requirements for consciousness? The first is memory, including short term memory. People can lose long term memory, but still have self awareness because they still have short term memory. The second is sense of self, or physical self-awareness. The third is subtle but important, the sense of individual self, or distinction between ourselves and others, an understanding distinguishing our thoughts from perceived thoughts of others, a recognition of our free wills, just like recognition of our physical selves. Once robots achieve this level, then they are fully conscious, as we are.
