Could you expect otherwise from Dubyah?..He doesn't have a clue, and never has and never will!..About 45% of HIV is passed on because of rape in southern and eastern Africa, In the northern and western regions condoms are not allowed because of religious reasons {Islam}..Now, you can howl and wail away at God and tell people their all going to hell and with no redemption if they "do it"..But its not going to work, it never has worked, it never will work!..Even in strong Catholic country's where the Pope holds sway, abstinence has failed dismally!..Why?..Because people are people and will do what people do...And no amount of 'God bothering' is going to stop people from being people, and 'doing it'!..

Condoms actually wouldn't help the situation. African men are offended when asked to wear condoms, and prostitutes are afraid to ask their clients to wear condoms for fear of being beaten.
The influence of the Catholic church has also made birth control look like it CAUSES AIDS, not prevent it.
The best thing to do is to educate and give women a fair shot. There's a delicate balance of women's rights and respecting a culture, but women really don't stand a chance.
1) Biologically they are more prone to the disease with a larger area to be affected.
2) Men are the ones who go to the hospital. If a cure did come out, women wouldn't even have a chance to get it. They have to care for the homes. Women working outside of the home has gone up, but not by much. They are still expected to work 12 hours and then come home and be a house wife for 12 hours.
3) The treatment of women. We're talking more than just female circumcision. We're talking about cultures that believe that raping a young girl will cure a man of AIDS. In South Africa alone 1 out of 4 women are rape victims.
Basically, we need to educate EVERYONE as to how to prevent and respond to AIDS. Bush wouldn't support AIDS in Africa because many clinics support abortion for women with AIDS, and Lord knows that the reproductive rights for women are grossly overestimated. :-/
We also need to help men understand what they can do to prevent the disease and to get rid of the myths. Facts are going to help this situation. Maybe some day providing African communities with condoms will make a difference, but not now.

Dude, they stopped sending condoms because although th people are picking them up they are not using them for sex. They are removing the rings, dying them, and making bracelets, woven purses, necklaces, and head wear. I'm not a big Bush supporter, but I "just say no" to buying condoms for people who aren't using them. How about we spend that money on some domestic issue? We could increase teacher salaries or make healthcare available to all of our citizens.

What would be the best for Africa is for the world community to stop the warlords from buying arms with the money the obtain from selling their natural resources and feeding their populations with those funds instead. This way the continent could advance themselves rather than having having silly infomercials with washed up stars begging for others to feed the needy.

I still can't figure out why liberals are against fighting terrorism in Iraq, but want us to go do something to stop the terrorism in Africa.

why are we giving them condoms in the first place? shouldnt we focus on our own problems for a change? dems keep yelling about a deficit, how many billions have we pumped into africa? in aid? condoms? food? how many americans need aid, food, and comdoms?

just say no doesn't work much of anywhere. in africa, many of the women are not in a position to say no, and having multiple partners is socially accepted in many cultures there too.
