I have an ECS Motherboard P4M800PRO-M. Can anyone tell me the following: (1) Can I run this motherboard with an Intel Core Duo E6300 CPU run Windows 98SE? (2) Can this motherboard run with an ATA/100 drive? (3) Can you build a system with both ATA/100 and SATA Drives? Thanks!

First of all, I know nothing of that motherboard.
If you want us to spec out a mobo for you, please include a link.

1) WIn98 will not support dual processors.
2) I would be astonished if the mobo did not have IDE support.
3) If the mobo has SATA headers, it is certainly possible to mix SATA and IDE drives.

Answer to #1: This motherboard is designed for Windows XP. You'd have to download and install driver if you're going to use Windows 98(SE).

Answer to #2: Yes, it will run with an ATA/100 Drive.

4 x Ultra DMA133/100/66 devices (will work for ATA too)
2 x Serial ATA (SATA) devices

Answer to #3:
I've googled some on using both SATA & ATA/100 at the same time. I found few complaints about using both on this motherboard so I'm not sure. It work for several other motherboards so it's possible (no promise). Good luck!
