It refers to the famous 18th century sci-fi satire "Gulliver's Travels" The first of the four sections, the visit to the miniature people of Lilliput, has evolved into a popular children's tale, but the original book is much longer and darker. The final section takes Gulliver to a land where horses are civilised and humans are beasts. Houyhnhnms, the horses, and Yahoos, the beast-men are both horsey noises, being the language of the horses.

That's from 'Gulliver's Travels',where the horses were the dominant species(Houyhnhnms:sounds like a horse whinny) and men were the brute beasts that did all the work.
