You must seperate between the victims and the terrorist.
Unfortunatly there are people who still see the terrorists as "poor oppressed men", and by doing so they turn the terrorists' crimes to something forgivable.
Murder of innocent citizens is not forgivable, and terroristm must be strongly denounced.
Therefore we should not include the terrorist in the death toll.

Tragedy is the keyword to me; he is part of the tragedy.
Innocent victims are distinguished by not being the catalyst.
The death toll is the price in lives.
I would have to say ultimately; yes, his loss of life has to be counted.

If it's identifying "victims", then no.
If it's a death toll or they're identified as "casualties", then yes. Though it should be noted how many gunmen, suicide bombers, or terrorists were involved so they could be discerned from the rest.

Depends on if it is a real person. If you believe the statements made in the "Loose Change" documentary, then no, because they weren't even there in the first place.

If they die, then yes.
What ever happened to the idea of calling them "HOMICIDE bombers" instead of "suicide bombers"? I think that's a more accurate description when their actions kill other people.
