Well as a tourist who was staying at a hotel near the Moscone Center last year, I was a bit surprised at the number of homeless and beggars.
Every city seems to have this problem nowadays, but when I see one of them urinating in a public garbage can and another walking down the street screaming at me for not giving him some change, it kind of turns you off the city.
And for the record, I gave my change away every day walking from Moscone back 5 blocks to the Holiday Inn...I just was not ready to give him $20.
The San Fran area seems to still have a lot of space and room for low cost housing within range of public transit. Perhaps its time to try and give these people a place to stay, a job, and some dignity.

I have a big problem with the black-tie galas to raise money for charity that end up raising a lot of money for caterers. The next time you read about a society ball, go to www.guidestar.org, look up the 990 for the organization (the tax form they submit to the IRS), and see how much they have spent on events in the past and how much they raised. Then I would write about it as a muckraker and expose the whole thing as a sham. Also, I would go to these events and pay and see if they give me a ticket that says how much is tax-deductible, and see if that matches the amount that they're reporting to the IRS.
If they want to raise money, they should just ask people for money, and not throw these fancy balls. What a waste when people are hungry and homeless. It's like Nero fiddling while Rome burns.
