There's no official limit. Amateur players who are American citizens are usually drafted either after they complete high school or in their junior or senior year of college. Foreign players are often contracted (technically not drafted) both younger and older than Americans. In theory a scout could notice an adult amateur player of any age and suggest that player for draft. In practice, anyone older than traditional college age would be very unlikely to play in a setting where scouts would notice him.
In addition to the amateur draft, MLB teams often acquire players from non-affiliated professional teams, such as those who play in the Northern League and the Frontier League. These players are often much older than traditional draft age and usually went into "indy ball" to begin with because the big league scouts overlooked them when they left college.

If a team thinks he might be of help, theoretically they'd draft anyone of any age (Assuming they're eligible), although in most cases players past college ball could be signed as undrafted free agents, and the rules on foreigners vary based on where they're coming from.
Adam, fyi, Morris wasn't drafted as a 38 yr old. He previously played in the minors and made a comeback in his 30s.

Usuaully 22-23, if they're coming out of college. Once in a great while you might see a 25-year-old come from Cuba and get drafted, but usually those players seek residency in a country other than the U.S. so they don't have to go through the draft.
