I've always said people should have to take a test before they are allowed to breed! Teachers have to have a license to teach kids, so the parents should have a license too!

Good plan. Unfortunately that would almost be like making people take a test to see if they are qualified to sneeze. For most people, having children is an involuntary reaction, or side effect of having sex. What do I mean by that? Well, most people don’t think about birth control until after several pregnancies.
A lot of people would end up taking the test after they are pregnant.
I have met a lot of single moms, in my lifetime. Many talk about their standards, for dating. Often they say things like, “I’ll only date a man that is drug free, and has a job”. That blows my mind, because they talk about their lame ex-boyfriends that got them pregnant. It appears that their standards for whom they breed with are much lower!
Anyway, back to your question. If people are so damn lame that they can’t even think hard about whom they will breed with, how are they ever going to take the time to ask for someone’s test results on the “breeder test”?

Who's drawing the line? Are we forbidding people with medicated conditions who've never shown violent tendencies? If we're gonna do that we might as well outlaw anyone with any genetic predisposition to mental illness too! And then there's the genetic deformities, sickle cell, diabetes, asthma, breast cancer, and a hundred other things most people have never even heard of which are linked to genetics...might as well outlaw breeding amongst them as well. And then there's IQ...of course we have to set a standard on that...but where do we place the bar? Just how many of those restrictions do you think you or your partner would meet?

Because then the government would have to find a way to keep people sterile until such a time as deemed fit to breed. Also they'd have to come up with a standard test, etc. Too much time, paperwork and budgeting for our governments to come up with an idea that would actually be very positive for society.

Great idea! Except that most psychologists are insane themselves.
Plus, have you heard some of the question in a psyche evaluation? I promise you, one of the questions that someone told me was a part of their psyche evaluation was "do you believe that it could ever be possible to walk on water?" This begs the question, What about the Lord? They said another was "do you believe in life after death? " and "Do you believe that some actually have psychic visions of the future?"
Besides, people should be free.

Because not only is it our God-given right to have children but it was a direct instruction from God for us to have children. Who's law is above God's law?
Now about the license thing to fish....that is just plain dumb. Just another way for the state to get some more money out of us.

I agree its kinda messed up, I was a foster kid and I'm going to college now to become a social worker, some ppl just should never be aloud to procreate, but I guess god gave the gift to everyone, even bad ppl his call our job to do all we can to make it better.
