What does wishy-washy mean? You hear it often, but what does it mean?

I use it to mean inconsistent and indecisive, but...

According to my Merriam-Webster Collegiate Dictionary 11th Edition, wishy-washy is an adjective that means: 1) lacking in character and determination; ineffectual. 2) lacking in strength or flavor; weak.

non decision making or frequent mind changes- it has negative connotations for the most part... unless it means something else like something to do with hoping to wash some dishes or clothes- then that is a good thing.
