I would notify the authorities, and your county mental health office. Have the people that she said this to document the incident. Take her words seriously...protect the children.

This is your sister-in-law? Go talk to the lady...have a cup of coffee or 2 with her, so you can pick up on any verbal concerns for yourself........you jumping to conclusions with this hear say......if it was a family member of mine,(not only would I'd be scared to death of such words , but so very concerned for my niece's and nephew's!!!) I'd be over to her house and talking it over with her, ( the situation), getting to the truth, first hand, & NOT rely on someone else's .........rumors? If you then feel that there is a concern, then by all means, contact the sister-in-laws' familly.....bring this matter to their attention, or you and her go talk to your minister.....after these 2 steps, then, perhaps, start thumbing thru your local yellow pages for resources......etc......
good luck.......but, start and keep the peoples involved and their situation in your prayers .......our Lord ALWAYS knows best!!!!!!!! with all AND every situation of our lives...........GET TO HER HOUSE OR GIVE HER A CALL

Never ever take talks of murder and suicide lightly. Contact the authorities. BUT also know that no one really wants to die, she just wants the pain to stop. She is feeling overwhelmed and isolated. Reach out to her, get her talking and just listen. She just wants to be validated and to know that she matters some how. Be kind and be someone she can talk to that will help so much.

If she is depressed and suicidal, the child services will only place the children with the stable parent or grandparents until the mother has sought treatment.

talk to your local health department. They will know what to do. Your first priority is to protect the kids from her and protect herself from her. You'll end up hating yourself if she really did you and you didn't do anything to stop her. You can also research and call a suicide hotline. They will also know what to do.

Who told you this? Your brother? Is he trying to find a way to get custody of the kids? Did she tell you this herself? If she said this to her soon to be ex, then, he needs to report her.
