Depends on context. In reference to aircraft, the 'envelope' is the range of conditions (altitude, speed, climb rate etc.) within which a particular craft is expected to operate properly. Thus, operating 'outside the envelope' means to push something - a machine, a system, yourself - beyond the expected limits. The result is either failure or spectacular and unexpected achievement.
