At what time and event does the galaxy realize that Palpatine was evil all along?

the opposition, (being the rebel alliance) would have known from the start. the Rebel Alliance was formed by Bail Organa and Mon Mothma, along with Garm Bel Iblis. all of whom were senators at the time of Palpitines rise to power. THey were aware from the start that palpatine was evil. As for the rest of the galaxy some never achknowldeged it.

when palpatine appoints anakin to be his emissary in observing the activities of the jedi council and yoda and mace windu realize that anakin is supplying palpatine with information. since the future is difficult to ascertain with the force and the dark side clouds everything, it was not obvious to the jedi before what role he was playing to surreptitiously form the empire. the sith had waited hundreds of years just for this opportunity. palpatine was unwittingly influencing main story characters to be pawns in his evil plan. but there were some things even he could not foretell, and this delayed or transmuted his original plans. even though all the jedi are slaughtered by the grand army of the republic, the clone force, obi wan and yoda take the time to turn off the signal at jedi headquarters as not to attract other jedi there before delivering luke and leia to their new hideaways. this leads me to believe there are other jedi in the galaxy that palpatine may have overlooked. there is one other theory about palpatine, but i choose not to reveal it at this time.
