Not usually, most are made with Petrolatum. I use Chapstick Medicated and here is its major ingredients.
Camphor 1%
Menthol 0.6%
Petrolatum 41%
Phenol 0.5%

Not in most countries -- the ingredient is illegal in all but a couple places.
And definitely Chapstick brand does not use whalefat in their product.

some are like the expencive kind they always taste nasty tho so if you taste something funny on you chap stick don't use it bc it is made from whale blubber
