Who or what does the camera represent, I noticed on occassion they interact with the camera, is it suppose to be a person or a film crew or what?

It's a documentary film crew. They are making a documentary of the office situation.

Although fictional and scripted, the show takes the form of a documentary, with the presence of the audience and camera often acknowledged.

I think it means they are talking to the viewers. That's called "breaking the fourth wall" or something like that.
