talk to you health unit, they hire young people to try to buy alcohol and cigarettes to see if the stores will sell them to underaged people.

You sound like your serious and I am sure one day, you make a good PI. It would be illegal for anyone to hire you if your under the age of 18 yrs old. In most states, you have to be licensed by the state, and under 18 will not be licensed.

Move near Fort Meade and apply as an intern at the NSA.
There's more spies in Washington DC than anywhere else. Start there. If you're good enough to be one, you'll figure out the rest.

check with your local police. They sometimes have ride alongs. It's not as glamourous as you think.
