Each testes is a small oval gland, which is surrounded by a tough, whitish membrane called the tunica albuginea. Inside each testicle are seminiferous tubules. These coiled structures form the bulk of the testicular tissue mass. The scrotum is the supporting structure for the testes. It is a cutaneous outpouching of the abdomen consisting of loose skin and superficial fascia.

NOT DUCTS, breasts have ducts, testicles have tubes.

Outside is a very thin resilient white membrane. The inside is made of white coiled tubules(about 2 or 3 times the diameter of the human hair) that produce sperm, and between those tubules are the cells that produce testosterone.

Go again to the physician then. I imply significantly if it did not depart most likely he used to be improper so you are making an extra appoointment and get it checked out once more. Very functional. A dermatologist could be a well opt for while you say bumps which might be crimson and become a rash I suppose fungal illness. So yeah ensure you return and get it looked at. -Connor
