I think with fair skin, you may be able to pull off a nice strong pink in shirts. Dark jeans sound cute for you too. I could probably help you better if I knew your personality, and what styles/ colors you are comfortable wearing.
EDIT: The poster below me has a SUPER idea about buying some mag's and seeing what styles you like. That is a really good way to start putting together your style and finding out what you like. She also gives the suggestion of getting a guide-book --Great again! That is a good second step! After you've found what styles you like, you can then explore what colors and patterns will look good on you within those styles. :)

You're a guy, I'm assuming, but you don't need guidlines. Matching can be tacky but if you have a nice body you can pull it off. Muscular, but not beefy. Hmmmm. Maybe a worn chilling shirt on the chest. It won't hide anything but it won't show it off. (Go with a dark color.) For work you might want a brown pair of shows with very simple buckles. An ironed guy-blouse. . . . .I'm thinking of the name, but it's not coming to me. Anyway, dark ironed pants and you're good to good. A tie is better than bow for work, unless there's a strict dress code. If you're in a more relaxing envirement for work I suggest a sweater with a simple design (brown). Probably sweats or nice loose jeans.
Losing your way in the store: ONLINE SHOPPING! It's so much easier. If you're the type that needs to touch it, try smaller places or formal men wear type things. Fashion isn't that hard once you get into it. If you ever need advice check magazines.
If your hair is the black that I'm thinking, try dark blue a lot! But don't go overboard.

You should wear clothes that suit you, people look fake when they wear clothes that don't match their personality and age. Why don't you buy some men's magazines (GQ, Details) and look at their clothing examples and see what you like? You could also buy the book "Dress Your Best" by Clinton and Stacey of What Not to Wear. There is a men's section.
To get you started here are some very basic guidelines:
Do not:
- wear pants that show your socks when you're standing
- wear pants that have a pleated front
- wear pants with an elastic waistband (unless you're over 65)
- wear pants that hit you above the waistline. Not even if you're over 65.
- wear dirty, ripped, stained, wrinkled, or worn looking clothes or shoes
- wear flip flops or shorts to non-casual situations
- wear socks with sandals
- wear slouchy wrestler type pants
- wear mesh tank tops
- wear t-shirts with offensive sayings on them
- wear a fanny pack
- wear huge white sneakers
- wear bowties unless you're in a tuxedo or want people to think you're a massive dork
- wear ties with Disney characters on them
I could go on but you might get overwhelmed.

For basic everyday clothing, you should probably get a few tees in different colors (light blue, dark blue, red, green, yellow, orange) and it sounds like light blue would be a good color for you. Plain white would also be a good color to get lots of. Some nice button up shirts in the aforementioned colors, but with focus on black, beige, white and dark green and blue (dress shirts should generally be dark colors in wintertime). Pair tees with a nice black blazer and a pair of low rise faded jeans with or without a belt and a pair of dark solid-color tennis shoes (not dress shoes) for a good outfit for everyday, like meeting friends for lunch on Saturday or something. A good outfit would be: Dark blue tee, black blazer (have store personnel help you find the right fit and style for you, that's what they are there for!) low-rise faded jeans, dark blue sneaks, black belt (optional). Sounds good to me! I love to help with fashion.
