The answer is obvious, but I'm afraid that you've been given some redundant information.

The maximum acceleration will occur when the force is at its maximum --- no matter how long that may be.

From Newton's 2nd Law of Motion: F = m a, therefore a = F/m. So, you find the maximum F, and divide that by m. The answer is the maximum acceleration.

(The velocity information is redundant, if you're given the force-time graph. If you weren't given the latter, you COULD work it out from the (presumed) velocity-time graph, but it's not so direct. The basic definition of acceleration is a = dv/dt. This means that you'd have to find and measure the greatest slope of the graph of v versus t.)

Get the maximum force from the graph and divide by its mass.
