Some ideas:
- make sure you are getting your 8 + glasses of water per day
- exfoliate your lips by gently rubbing a wet toothbrush or washcloth across your lips once daily (don't scrub hard)
- run a humidifier all the time in the winter, if possible, run it at your workplace too
- if regular chapstick won't work, use plain vaseline. it will wear off quicker than chapstick so you will have to reappy more often. definitely use vaseline on your lips while you sleep.
- if you don't like vaseline, you can use a lightweight moisturizer made for sensitive skin (FYI this will likely taste awful)

I carry Vaseline lip balm tubes in a pocket of every coat I own, plus one in every purse, and one beside my bed. My lips don't get the chance to crack and bleed (which they would do quite happily from November to March).
BTW, I also have to use vaseline (the regular stuff) up my nose with Qtips once a week to prevent nose bleeds.
I've tried Shea Butter from the health store, and Chapstick and Blistex and most of the others. All they ever seem to do is dry my lips out more.

Try Aquaphor. It's a healing ointment that not only moisturizes but helps heal the cracks and such. I know it's good for sensitive skin, but I'm not sure what exaclt you are allergic to and what exactly is in it, but I think it would be worth a look.
I use it at night in the winter on my knuckles, elbows, knees and lips. I also carry a little bottle with me and use it like chapstick. It's amazing and even give me lips a little shine.

The Mary Kay Satin Lips set works great! Just use the Lip Mask every two or three days and the Lip Balm immediately after the Lip Mask and then a few times each day.

I use vicks vapo rubs on my lips at night. I was surprised how it cooled my cracked lips.
During the day I use Burts Bees Beeswax Lip Balm. Its around $3.00 I bought it at Borders. It seriously better than Chapstick or Blistex.

Look for lip balms that have the word medicated on it. Usually they're cheap and they work really good. I recommend using Carmex or Blistex Medicated.

The cold weather dries them out.
Same here. I use petroleum-free lip products from the health store. If you can't pronounce the ingredients, then it probably will not be good for you.

this reminds meof the old story about the two cowboys riding into town and tying the horses to the rail.
They dismounted and one cowboy walks behind his horse, lifts the tail, inserts his finger into the horse and wipes the residue onto his lips;
"Peeew; why did you do that?"Asked the other cowpoke--[chapped lips], was the reply--"Does that cure them? No, but it sure keeps me from licking them>.
