Generally speaking Sao Paulo should be the most expensive, because you will probably go to expensive places. It also has costly hotels like Fasano, Emiliano, Unique.
But there are some other boutique hotels in other areas like the Txai, Nanai that can get pretty expensive too...

i would say Rio DE janeiro as it's quite hyped up.The most expensive hotel all of them that face Copacabana beach

its depends... if you come to tourism i think that could be Búzios (Rio de Janeiro) and Fernando de Noronha.
