I'd run a spyware scan. Ad-aware, spybot, and SpywareBlaster are pretty good. That's usually the number one reason connections slow down.

Check to make sure he doesn't have any un-necessary programs like chat programs auto launching.
That causes it to run in the background and slows everything down.
If you go to your start button,right click, then choose open, then programs then start up.
Anything in the start up directory is a shortcut to auto launch, you need some things like your firewalls etc. but not programs like chat programs, they should be taken out of the start up directory and launched on a need to use basis only.
That will give him some speed back. The more you have running in the background the slower you run. If you don't know what it is leave it in there.

is it cable or dsl? if dsl, make sure all your filters are in place. Check out tips and techniques at broadbandreports.com. You may have excess noise on the line if it's dsl also.

On your broadband box, turn it off, then wait for 15sec and turn it on and it should get more faster.
