There's no way one person could know that. Even the people you think you know well could be feeling something different than what they say or what you think they're feeling. Also, everybody has their own definition of happy and sad.
I think that most beings (if by beings you mean human beings) should be happy, because most people have more than they'll ever need, and because life's too short and toobeautiful to focus on the bad stuff. Think of it this way: There are lots of reasons to be sad, and there are lots of reasons to be happy. Would you rather be sad or happy? Happy, I should think. Well there ya go. Just find a reason to be happy, because there always is one, even if it is just that you're alive.

I believe there is a certain balance in the world. Cause and effect. Someone's sadness results to someone elses happiness. Beings that are sad not from cause and effect reasons are equilised by beings being happy for the same reason.

I want to put some questions back to you to make myself clear.
Are you classified as one of the "hungry persons of the world" when you feel hungry ? There are millions who go hungry each day but you are not one of them. Your hunger is a normal , daily occurance.
So is happiness and sadness. happines is happening all the time but we donot attach importance to those and take them for granted. "That is my legitimate due" we claim . Sadness , like our hunger , comes on and off but we complain about it.
All beings in the world are happy but sad at times. It is a package.Enjoy it

At this time, most beings are sad and they have a right to be. Things are plaguing our world that plague with the way we live our lives no matter where we are. People deal with a lot and go through a lot. Chaos has plagued all of us, and it's very visible.

Different levels of sadness. There are so much going on in the world that affects us indirectly and that is sad to know because we just never know what will happen.

You can't really just define all of the emotions as sad or happy. Though you can definatly associate most feelings, or state of being with one of the two.
