If they are not on parole or probation they are free to travel unless the Department of State has suspended their passport.

If on probation, no, not even the state. Not sure about the country, but doubt that other countries would want to take a felon.

Unless it's a condition of their parole or probation to stay in the state/country, definitely. The problem is that they may have trouble getting into another one.

If they're not on parole and have money, yes. But who will want them? It's up to the other nation to decide.
