http://www.serebii.net/pokedex-rs/-the pokedex for all 386 Pokemon.

Starmie-Obtain a staryu by fishing in Lilycove and evolving it with a water stone

Jynx-You'll have to trade with FireRed/LeafGreen in order to get it

Latios-Wild in hoenn after beating the Elite 4 (pick blue) or on the southern island

Bellasom-Use sun Stone on a gloom

I would recommend http://www.serebii.net.
If you click on the FireRed/LeafGreen/Ruby/Sapphire/Emerald Pokedex, it has Pokemon listed by types and Pokedex Number so you can look up any one you might be missing and find out how to get it. Serebii will tell you specifically how/where to get Pokemon and will even give you the frequency of finding that Pokemon in the wild. Of course, it also includes more info such as evolutions, learned moves, hm/tm moves, egg moves, EVs, breeding groups.

It really is a very good resource for finding Pokemon and getting all sorts of info regarding them. I use it quite frequently as it also includes links and info regarding almost everything Pokemon.
