Why is it that the 2006 Suzuki burgman headlamps are not both on in the low beam setting ?

not familiar with this bike but i can tell you its illegal in britain to have more than one light that turns direction with the handlebars any extra lights (ie spotlights) need to be in a fixed position so perhaps this is why thay havent wired it so both bulbs come on, or as the previous answer states maybe its just that one is high and one low and as high beam is higher if it was lit when on low beam it would be too high
