Its next to impossible to say. There are approximately twelve million pensioners in UK and a great many of these will be on benefits. What most people get in the way of benefits is hard to say. The gov is naturally very secretive about such things and the figures that are released are probably more propaganda than reality. At a rough guess, I'd say something like a quarter of the work force, those that are employed and about two million or so unemployed who are receiving benefits of one kind or another. It really is anyone's guess.
