Underdressing is always worse. You are probably going to meet a few people for the first time.. you want to make the best possible impression.
If you look at it this way...think about what happens when someone takes pictures:
Whenever you go back to look at those pictures, if you're underdressed, you'll really look uncomfortable.
If you are overdressed, others who see your pictures may tell you how nice you were dressed. Or they will notice that you set the bar pretty high.

I'd rather be overdressed and look cute. But it's all about how you pull it off--hair, makeup, etc.. Wear what you want and be confident about it. Also, the right accessories can dress up an outfit that would normally be casual, so you can try and run the middle. Black pants, cute top, a stunning necklace, sexy shoes--and voila! You will officially be the most adorable one at the party. I am a big fan of Bebe when it comes to "going out" wear. I always get compliments when I wear one of their silky, feminine tops. Good luck!

Assuming that by "under-dress" you don't mean looking like a total slob, then overdress is far worse. It gives the appearance that you are trying too hard and have no experience with that environment.

I'd have to say under-dress.
This is because if you over-dress sure you're a little embrassing but it was better to be safe than sorry. But if your too causal I would almost feel not good enough to be their or I don't belong. BUt it really shouldn't matter what you wear.

underdress, i always dress up nice, well nice jeans and awesome tops and high heels. but if im somewhere and everyone else is in a dress and a suit, i would be soooo embarrassed

NEVER UNDER DRESS FOR A PARTY.
If you overdress, you set the standard/limit.
But if you under dress- people will be giving you unwanted attention.

under dress... cuz these days it's fashionable to look chic or whatever.. and u can dress a lot of clothes "up" just by getting right accessories and stuff... try to get classic pieces that don't look ostentatiously "dressY", but just stylish. :)
